Can I teach English in Thailand as a freelance tutor without being employed by a school and get a work permit?

I want to get work teaching English to adults on a one-to-one basis not in a school setting, or possibly on a consultancy contract with businesses to improve their English documentation or publicity.

I am qualified with CELTA and have teaching and tutoring experience and in journalis, but now I am retired and seek only part-time work to occupy my time usefully.

Is a work permit available in Thailand for a self-employed service provider rather than an employee?
